Well, looks like the pleating tape didn't work out for me. I had to cut off a ton of the overskirt because it turned out way too big at the waistline. Now I'm going to try hand pleating.

You're doing cartridge pleating right? It can be difficult to cartridge pleat velvet just because of the bulk. One thing you can do if the bulk is giving you trouble AND help as a guide for making your pleats is sew a strip of small check gingham to the top you're going to cartridge pleat very close to the edge of the velvet. Turn the gingham to the inside to enclose the raw edges and press then use the boxes of the gingham on the inside as your pleating guide.

That's exactly what the pattern directions tell you to do, so I ended up going with that method. Looks so much cleaner, too.
