Design thoughts on new bustle gown

As you know, I bought 10 yards of black satin taffeta and 6 yards of black cotton velveteen.
I LOVE the skirt on this dress, and wondered the best way to go about the treatment for the underskirt(s) - never mind the cording/lacing bit at the side (thought it's cool, I'm not doing it. I think I'll go for three small sashes with tassels on the ends)

How would I go about doing that? To save on fabric, I'm thinking of doing the underskirt in black cotton (since no one will see it), then adding the two layers of pleats in the satin taffeta about half way down, and then attaching the velvet part at the waistband. How would YOU do it?
Just playing around with ideas as I can't actually start this project until after Xmas.
